Li-kōz Qo̠ (/li/ /koːz/ [valley] [turmoil]) is a subtropical Large City located in the Nethor Seneschalty of the Viceroyalty of Rosid.

The name Li-kōz Qo̠ is derived from the Wood Elvish language, as Li-kōz Qo̠ was founded by Nath Palzic, who was culturaly Wood Elven.

Climate

Li-kōz Qo̠ has a yearly average temperature of 13°C (55°F), with its average temperature during the summer being a warm 27°C (80°F) and its average temperature during the winter being a freezing 0°C (32°F). Li-kōz Qo̠ receives an average of 154 cm/y (60 in/y) of precipitation, most of which comes in the form of snow during the pleasantly short winter months. Li-kōz Qo̠ covers an area of nearly 443 km2 (177 mi2), and an average elevation of 2764 m (9068 ft) above sea level.

Overview

Li-kōz Qo̠ was founded durring the early 18th century in early spring of the year 1705, by Nath Palzic. The establishment of Li-kōz Qo̠ was somewhat plagued by a lack of willing colonists, leading to Nath Palzic electing to pay people to resettle in Li-kōz Qo̠.

Li-kōz Qo̠ was built using the conventions of Wood Elven durring the early 18th century. Naturaly, all settlmentss have their own look to them, and Li-kōz Qo̠ is no diffrent. The city's buildings feature timber framed wooden shiethed or brick construction, which gives form to a very formalized, rational, expence effishent arcatectural style based on strictly symmetrical designs which universaly feature pitched roofs, shutters, and the occasional column or pilaster for a decorative touch.

Li-kōz Qo̠ is buildings are arranged within a network of premissive flagstone streets which form a rectangular grid, where each block verries in size given the proximity of the paralell streets forming each section. The ocasional smaller block has been used to construct a park, plaza, and other communal structures. The city rests behind a thin stone wall. The wall's design was likly directly copied from a castle's parmiter defences. It's simply that the arcatect made Li-kōz Qo̠'s wall substancialy thinner than a castle's walls. While the towers and gatehouses are adiquite, the obvious cost savings measure of making the walls drasticaly thinner reduces their ability to resist siege weapons greatly. The city's impressive-looking wall could fail at a critical moment in battle, and would likely not even resist a few bandits with improvised siege equipment. The budget oriented have not been wellmaintained over the years, and while functional are in dire need of some loving care and perhapse light renovation.

Your first impression of Li-kōz Qo̠ proves to be right on the money. This city is where the rebels chose to settle. Fashion trends are quite simply the opposite of what’s popular in the other nearby communities. THis trend extends everywhere. Things that should be black are white, what would normally be square is organically curved, and what is typically unthinkable for polite society is more than welcome in this public square. Up to the logical limits, of course. There’s no flaying someone alive to eat their skin going on, but the women are dressed a little immodestly, the men are a little more emotional, and the food is all overly complex and terrible.

They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Li-kōz Qo̠'s parks.

Li-kōz Qo̠ has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Li-kōz Qo̠.

Li-kōz Qo̠'s old civil lighting system was converted to Galvanic Lamps recently, and expanded to provide nighttime illumination to all city streets.

Li-kōz Qo̠ has a first rate hospital which caters to anyone in need of long term medical care.

Li-kōz Qo̠ has a library, which keeps a large collection of books, scrolls, and archives all manner of physical items. While not open to the public, the librarians and scholars employed by the library will assist anyone with their research needs, and wealthy individuals can purchase membership to access the library's materials themselves. In spite of being generally closed to the public, the library has a room with several Aether Linked devices available to the public during business hours.

Li-kōz Qo̠ has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Li-kōz Qo̠'s natural decorations nor waterways.

Li-kōz Qo̠ has a Guild of Roadworkers, who are responsible for maintaining the roadways and public paths within town. They also have the duty of enforcing all civil laws relating to the roadways.

Li-kōz Qo̠ has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.

Li-kōz Qo̠ has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.

Li-kōz Qo̠ is home to a University which provides higher education in a variety of fields, and also serves as a research institute for those same fields.

Cultural Notes

While Li-kōz Qo̠ has a public leader, the real authority is hidden from outsiders. This ruler may draw their authority from rationales unacceptable to outsiders, they may have cowed the public authority into obedience, or they may have a mutually beneficial private arrangement with the official ruler.

Li-kōz Qo̠'s mayor's house was built using a different architectural style from the rest of the town. The style used is inspired by the natural world, characterized by sinuous, sculptural, organic shapes, arches, curving lines, and sensual ornamentation. Common motifs included stylized versions of leaves, flowers, vines, insects, animals, and other natural elements. Decorative elements found on the inside and outside of buildings include intricate mosaic work, curved windows, and decorative trim work. .

Due to the actions of local Kami, autumn is long in Li-kōz Qo̠.

The Ice Elemental, Large near Li-kōz Qo̠ are known to be almost tame, such that they can be put to domestic use.

Li-kōz Qo̠'s citizens partake in a curious ritual relating to their local kami. It takes place in summer and involves consuming a local toxin to channel Elven High Magic energies of tier 2 via throat singing.

In time immemorial, reportedly some time during the early 2nd century a great windstorm struck Li-kōz Qo̠. Its winds were so great they picked up unsecured objects and flung them with enough force to smash brick and skull alike. Buildings collapsed under the gale, burying countless people alive. The storm's devistation was focused on the area arround Li-kōz Qo̠, which lost 184 people, 392, and 26 livestock in the disaster.. History remembers the strom as The Storm of Doom.
